Theodore A. Prospect, F.S.A., M.A.A.A., is senior vice president and chief actuary, Enterprise Research and Development, UnitedHealth Group. Enterprise Research and Development aims to pursue next-generation growth from new initiatives that reimagine the way health care is delivered.

Prospect has been instrumental in developing and expanding industrywide, multi-payer initiatives. Most notably, his leadership was critical in the 2011 creation and growth of the not-for-profit Health Care Cost Institute, focused on highlighting the drivers of U.S. health care cost growth.  Prospect serves as chair of the Institute's Data Integrity Committee and also serves on the Institute's Governing Board.

As an actuary, Prospect has led several industry research and design projects in the areas of prediabetes and diabetes, value-based insurance designs, transparency, longer term financial projections on new specialty pharmaceutical designs and the convergence of health and wealth.  Prospect co-authored the Health Affairs article, "Effective Interventions for Stemming the Growing Crisis of Diabetes and Prediabetes: A National Payer's Perspective," and the UnitedHealth Group working paper, "United States of Diabetes," that illustrated the potential 10-year impact of implementing various programs to address the diabetes epidemic. He also was a leader in the development of UnitedHealthcare's Diabetes Health Plan.

Prior to joining UnitedHealth Group, Prospect was a partner and senior manager in Hewitt Associates' Health Management Practice, working with large employers on their active and retiree health care programs.

Prospect earned his Bachelor of Science degree in applied math and business from Carnegie-Mellon University and is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries.
